The Senate and People of Rome is a restoration of the ancient roman government. Today, we are organized as a government-in-exile. A Government-in-exile is a government that has moved to, or been formed in, a foreign land by a political group which claims to be a country's legitimate government, but is unable to exercise legal power and instead resides in another state or foreign country.
According to international law there are many things that governments-in-exile can do. For example governments-in-exile may becoming party to a bilateral or international treaty. They may retain or obtain diplomatic recognition from other states. Additionally, they can maintain military forces and issue identity cards.
The Senate and People of Rome is somewhat unique in that it is a trans-national government-in-exile, meaning that our claimed territory encompasses multiple nations. Additionally, because our claimed territory is occupied by other legitimate governments, our goal is to develop a peaceful partnership with them for the betterment of life in our claimed territory. We encourage all people of the Senate and People of Rome to be good citizens in the host nations where they reside.
